Independent Media House (hereinafter IMH) is a non-governmental organization supporting independent media in the Republic of Moldova, by helping selected media partners sell advertising and provide them marketing assistance for developing a self-sustainable media business.
Project context: IMH, with the support of the European Endowment for Democracy, National Endowment for Democracy, and United Kingdom Foreign, Commonwealth & Development Office, needs to monitor the content of multiple Moldovan media outlets, to evaluate the level of independence and fulfillment of other internationally recognized best-practices for media entities.
Eligible candidates: candidates can be representatives of civil society, opinion leaders, active citizens interested in promoting media freedom and civic activism in general. Previous experience as a media monitor and good standing is mandatory. The candidate must have compelling arguments in favor of its independence from any internal or external influence.
Not eligible: people employed in the public administration (any level) and/or members of political parties, people affiliated/owning/managing media outlets of any kind. The existence of a conflict of interest is also an illegibility criterion.
Requirements for candidates
1. Non-political partisanship (candidates cannot be members/activists of political parties / socio-political movements);
2. Non-affiliation with media outlets/channels, of any kind.
3. University degree or higher in relevant fields such as journalism, media, law, political science, economic, social, etc.;
4. Deep knowledge of the media market;
5. Work experience (including volunteering), preferably in media-related projects or entities;
6. Communication and interaction skills with various social actors (NGOs, media, etc.) will be an advantage;
7. Ability to work independently and in a team, in a dynamic environment and in limited time;
8. Knowledge of the Romanian language. Knowledge of Russian and English will be an advantage;
9. Using the computer and social networks (MS Office - Word, Excel, Internet & e-mail, social networks etc.) at intermediate to advanced level is a mandatory skill;
10. Constant access to computer and Internet;
11. Responsibility and punctuality;
12. Professional integrity and discretion.
General responsibilities
1. Monitoring the activities of media outlets for determining their editorial independence, on all media channels;
2. Qualitative reporting and timely submission of completed monitoring reports;
3. Observance of the monitoring methodology;
4. Oversee and monitor all aspects of news reporting by media outlets, in a bid to provide timely alerts to IMH’s bodies;
5. Create and submit concise reports and summaries, on key stories, such as incisive assessments and evaluations;
6. Scan newspapers, television, radio, and the Internet for new items, such as election information or event data;
7. Review media outlets news activities, adherence to media pluralism principles;
8. Monitor coverages of political campaigns in the election by selected mass media;
9. Coordinate news reporting and evaluation across a variety of platforms;
10. Create presentations, and information sessions, ensuring that media monitoring activities are appropriately communicated to IMH and its partners;
11. Where appropriate, monitoring visits to the regional offices of the reviewed media outlets;
12. As the case may be, interviewing/questioning the representatives / official delegates of the media outlets;
13. Other tasks delegated by IMH and its bodies, relevant to the position announced for this competition;

The evaluation of the files will be performed in 2 stages: (1) at the first stage, the files will be analyzed in terms of compliance of the applications with the requirements stipulated above based on the CV and questionnaire; (2) the second stage will consist in interviewing the pre-selected persons. For the second stage, only the pre-selected candidates will be contacted. IMH encourages early applications and reserves the right to conduct interviews with potential candidates before the expiration of the term of the job advertisement. The results of the recruitment competition will be communicated only to those candidates who have been selected for the interview.
