Environmental Pollution Prevention Office within the Ministry of Environment announces open consulting assignment to be undertaken by the Local Consultant no. 13/ MIA UNEP / 2016 in the field of within the UNEP/GEF project “Enabling activity Development of Minamata initial assessment in Moldova”
Local consultant is expected to deliver the specific input under the Project component 4: Identification of challenges, needs and opportunities to implement the Minamata Convention on Mercury.
The development of the MIA has five components, each having the clear set of outcomes and outputs.
The proposed consulting services will be delivered under the Project Component 4: Identification of challenges, needs and opportunities to implement the Minamata Convention on Mercury.
Taking into consideration the preliminary research undertaken under project component 1, the assessment undertaken in component 2, and the mercury inventory under project component 3, this project component will assess the challenges, needs and opportunities to implement the Convention on priority sectors.
The proposed assignment is done under the Project Activity 4.1: Conduct a national and sectoral assessment on challenges and opportunities to implement the Convention in key priority sectors
Expected Output: estimation of the usage of mercury-containing lamps for lightning of public institutions and assessment of need to request the exemptions with regards to mercury containing lamps (in compliance with classification included in Annex A, part I of Mercury Convention) taking into consideration the needs of public sector of the Republic of Moldova

Duration of Employment
The consultant output for the proposed assignment is expected to be executed within the 2 months period, starting with May 2016. The expected workload is estimated to 15 working days.
Organizational setting:
The consultant shall execute the tasks with regards to this project under the supervision of the Project Coordinator, in cooperation with the other local experts and responsible government agencies.
Job Content
The Local Consultant’s shall work in close cooperation with the Energy Efficiency Agency and is expected to perform the following specific tasks:
Task 1. Conduct sectoral assessment on challenges and opportunities to implement the Convention provisions with regards to Hg containing lamps among the public sector (institutions and street lightning)
- Collect information on the use of mercury-containing lamps from local authorities by submitting a letter/questionnaire.
- Establish a database and organize the data in an Excel file.
- Assess the use of mercury-containing lamps (in compliance with classification included in Annex A, part I of Mercury Convention) for lightning of public institutions, as well as implications of their replacement (i.e. identification of lighting alternatives and associated costs of implementation).
- Based on data received from local public authorities, provide an estimation with regards to share of the mercury containing lamps within the public institutions, administered by central public authorities.
Task 2. Develop a report on recommendations for exemptions for the sector within the Minamata Convention
- Provide expert’s statement and justification regarding the need to request an exemption upon the Minamata Convention ratification planned for the quarter IV of 2016 with regard to phasing-out in 2020 of mercury containing lamps.
Task 3. Provide specific content based presentation for the thematic workshops and seminars.
- Thematic presentations during meetings with stakeholders and at project steering committee meeting
K. Qualifications required:
Environmental Pollution Prevention Office shall contract the Local Consultant based on selection procedure.
The Local Consultant shall have the following expertise and competencies:
University degree in related sciences//engineering or closely related fields;
Familarity with the energy efficiency sector development in Moldova, trends, etc
At least 2 years of relevant field-based experience,
Previous experience in preparation of studies, reviews, sectoral recommendations will be an asset;
Experience in working with central and local public authorities;
Excellent proficiency in English, Russian and Romanian;
Experience in implementation of other environmental projects and working in team;
Good analytical and writing skills.
