Title: Capacity building on Extended Producer Responsibility implementation in the Republic of Moldova

Background
The proposed project will supports for implementation of regulatory framework and enforcement of framework Law on Waste, that embrace the key EU directives and regulations, particularly in the field of extended producer responsibility waste streams, that are the subject of present project proposal.

Therefore, the project shall support defining a working legal framework and establishment of EPR system in Moldova, with clear enforcement of the major competencies and coordination procedures, including the technical and financial aspects of each area that should be further regulated by sub-laws.
Waste Management Information System represents all the program products and equipment for the collection, storage and processing of information, forming the information resource.
The Waste Management Register, which will include the events related to their economic circuit, the documents accompanying this circuit, including the export and import of Waste producers, waste producers and economic agents authorized to operate in this area, as well as automating the business processes of the subjects of the waste stream and providing information on the waste stream to public authorities, natural and legal persons through the departmental portal.

FUNCTIONS AND RESPONSIBILITIES:
The specific task of consultant will be focused on WMIS acceptance testing and specific training. The Consultant will develop the draft Work Plan of the task execution, based on evaluation of the WMIS situation at date.
The Consultant will be responsible for carrying out the following tasks:
Task 1: IT support for the operation of the waste management information system (hereinafter WMIS) in the Republic of Moldova:
i) Adjustment of WMIS interface (design), according to the approved secondary legislation;
ii) Analysis of the functional specifications and update of the analysis and design document (Software Specification Document and Software Design Document), if necessary based on legislation at place:
iii) Implementing / testing the WMIS in the testing environment;
iv) WMIS acceptance testing (functional and non-functional);
v) Support to Ministry on implementing the WMIS through data receipt, processing, validation and its interpretation.
Task 2: Support on elaboration and training delivery for national stakeholders for operation of WMIS
i) Development of the training modules on: administration of the WMIS; Content management; Data input by institutions/ operators.
For each module, the consultant will develop user manuals and training materials which will describe:
Description of the WMIS (design, tools, documentation, etc.), User Manual, Content management manual.

ii) Provide training for producers and inspectors how to operate the IT system.
iii) Provide training on performing registration to EPR Registry of the WMIS (training for EEE producers).
iv) Provide contextual help for basic functionality to assist the users in interaction with the WMIS

Task 3: Support Ministry of Environment during the process of reports submissions and data processing during one year of operation.

The details on implementation of tasks will be adjusted prior to announcement of the expert’s selection at inception phase, based on progress made by Ministry of environment on putting of WMIS at place.

All products must be agreed with the Environment Pollution Prevention Office at the Ministry of Agriculture, regional Development and Environment and be provided in Romanian and English in hardcopy and electronically.

The Consultant must meet the following qualification criteria:
- University studies in the field of information systems engineering or information technologies;
- Experience of working with central public authorities in the process of developing the state register, IT systems / software and other state owned systems
- Previous experience of work in the field of environmental protection is an advantage
- Fluent knowledge of the Romanian language, advanced English;
- Experience in implementing other environmental and teamwork projects;
- Analytical and Writing Skills.
