Consultancy: Donor Mapping in Moldova: Strategy on Child and Family Protection
Closing date: 25 January 2016
I. Purpose of the Consultancy
- Map the local, national, and international public and private donors that are directly or indirectly funding activities in relation to the three objectives of the Strategy on Child and Family Protection (listed in the Background Section).
- Assess how the donors line up behind national/government efforts (and financing) to develop a National Action Plan for implementing the strategy.
- Inform the process of building a donor group to support the implementation of the Strategy on Child and Family Protection.
II. Background
Moldova has made significant progress in the inter-related fields of health, education, protection and early development of children, with a commitment by the Moldovan authorities to ensure that all children are raised in a safe, nurturing family environment and otherwise educated and supported to fulfil their full potential.
Recently, with support from Unicef, Lumos Foundation, and others, the Ministry of Labour, Social Protection and Family, the Ministry of Education, and the Ministry of Health carried out a strategic review to support the Moldovan authorities in developing a new National Action Plan for Children. The review provides an overview of the legal and institutional framework, residential care and social assistance systems in relation to child protection. It provides available statistical data related to children’s services, as well as trends and patterns in other forms of care, an overview of financing mechanisms and management structures and an assessment of the monitoring and inspections system for children’s services in the Republic of Moldova.
The Review also points out that the Strategy on Child and Family Protection for the period 2014-2020 was approved in order to continue and improve reforms, to ensure the observance and promotion of child rights and to reach the best standards and practices in this field. As such, the aim of the Strategy is to develop and to make more efficient the protection system for families with children at risk and for children in difficulty.
The general objectives of the Strategy are:
1. Ensuring the necessary conditions for raising and educating children in a family environment.
2. Preventing and stopping child abuse, neglect and exploitation, and promoting non-violent practices in raising and educating children.
3. Harmonizing family life with professional activity in order to ensure proper development for children.
There are several other strategies in place regarding children with disabilities, children in conflict with the law, child trafficking, children and family issues, and children from minority groups.
III. Work Assignment/Major Tasks to be accomplished
An illustrative example of tasks is provided below. Creativity on the part of the consultant or consulting firm to expand and improve the strategy is encouraged:
- Meet with and have structured interviews with international donors (e.g., EU Commission, Unicef, WHO, USAID, Soros, Swiss Development Cooperation, Czech Development Agency, etc.). Ascertain how they support implementation related to the national strategy.
- Meet with and have structured interviews with relevant ministries (e.g., Ministry of Labor, Social Protection and Family, Ministry of Education, Ministry of Health, Ministry of Interior Affairs, Ministry of Justice, others). One aim would be to learn how individual donor groups within ministries, if they exist, operate.
- Meet with and have structured interviews with religious organizations (e.g., Caritas, Diakonie)
- Identify and meet with additional donors supporting relevant projects in Moldova.
- Contact the authors of the “ANNUAL REPORT ON OFFICIAL DEVELOPMENT ASSISTANCE OFFERED TO THE HEALTH SECTOR OF THE REPUBLIC OF MOLDOVA 2014” 7TH EDITION TATIANA PADURARU 27 martie 2015 to assess any overlap and opportunities for information.
- Conduct a literature review (or other non-interview focused research) on amount and sources of financial support in the three objectives and related areas.
IV. Deliverables
- Draft outline of the final report and proposed methodology for review and approval by the Global Alliance for Children. The methodology should describe the key interventions and services that will be mapped.
- A ‘visual map’ to capture funding by priority and geography of relevant local, national, and international private and public donors.
- A final analysis of the collected data on these donors with a categorization of them based on their levels of commitment and areas of focus.
- A succinct final report designed to inform current and future donors on “who’s funding what” and areas of financial support across the three objectives of the national strategy that are saturated, overlapping, or in which gaps exist.
V. Estimated Duration of the Consultancy
3 months
VI. Qualifications or Specialized Knowledge/Experience Required
Qualifications: Graduate degree in relevant field. PhD preferred.
Languages: Fluent in written and spoken English, with proven ability to communicate in Romanian.
Competencies: Excellent interpersonal, planning and coordination skills; Knowledge of the Moldovan context in relation to child development and protection; Familiarity with related public and private funding activities in Moldova is an asset.
VII. Proposal submission
Applications shall be submitted to rick@globalallianceforchildren.org before the deadline containing the following required documentation:
a. 2-page (or less) technical proposal in response to the TOR. A draft work plan and timeline for the mapping exercise should be included.
b. Updated CV(s).
c. Copy of at least one assessment performed previously.
d. Required daily fee inclusive of all costs involved with the consultancy. No additional costs for travel, visas or daily subsistence expenses shall be paid in addition to the daily fee quoted.
VIII. Payment Schedule
The payment schedule and total amount shall be negotiated after selection by the Global Alliance for Children.
