Services to perform stakeholder’s needs assessmen

The Environmental Projects Implementation Unit (EPIU) within the Ministry of Agriculture, Regional Development and Environment is implementing the UN Environment Special Programme project ”Improving sustainable institutional and regulatory framework for chemicals and waste management throughout their lifecycle in the Republic of Moldova”.

The overall project goal is improving sustainable institutional and regulatory framework for sound management of chemicals and waste throughout their lifecycle in the Republic of Moldova.

The complexity and importance of project is reflected in achievement of the objectives to reinforce and strengthen the national chemicals and waste coordination mechanism, promote the adoption and enforcement of the waste and chemicals secondary legislation, including complying with the reporting obligations under the chemical and waste MEAs (Basel, Stockholm, Minamata).

B. Context and objectives of the assignment

The present services shall be rendered under the following project outputs:
Output 3: National Profile on Chemicals management
Output 6: Chemicals Registry establishment in Moldova (concept& soft and piloting phase)
Output 7: Conducting training program for private sector on Chemicals registry, PIC procedure, Basel regulation and EPR
TASK 1: Elaboration of summary of National Profile on SMC and performing graphic, GIS and content based activity
- drafting Key Performance Indicators (KPI) analysis by stakeholder groups, SMC component and tools;
- mapping of the stocks of Obsolete Pesticides (using GIS platform)
- diffuse emission mapping under pesticide application data (PRTR reporting contour)
- compiling and consulting of the National SMC Executive Summary Chapter (in Romanian and in English)

Task 2. Quality testing of the functional requirement and cases within Chemicals Registry System (SIA REPC).
Consultant will test all use cases developed by the Developer based on the use cases specified in the SIA REPC Technical Development Task, which will include the functionality of registration, editing and deletion of operators in SIA REPC, requesting the registration of a new product if this product is not found in the nomenclature of chemicals, the authentication methods in SIA REPC.

TASK 3. Perform stakeholder’s needs assessment and develop a set of supporting documentation and guidelines to comply with the regulatory framework on Law and Waste nr. 209/2016 and Law on Chemicals nr. 277/2018

Qualifications for applicant:
- public body organization, with at least 5 year experience in working on the project in the environmental sphere
- proven team of experts (CVs must be presented in technical proposal), including expert on GIS and waste management
- relevant experience within similar environmental protection projects
